Remove all petroluem base to first Goopy thick crust on the thermal paste (Goo Gone works great!). Then drag some old alcohol, can you really clean. If there are traces (as in the veins of microscopic polishing marks from the refrigerator) presents it's good for normal use. If you are overclocking, it would be different (as some say, but I've) never seen a real difference.
Just be sure to be very careful when cleaning the processor - whether a PGA pin (below), the screws are super easy to fold by accident while trying to clean the CPU. Be careful. And make sure you) do not even stop unloading (something before you start, otherwise you could clean a fried processor.

Hello. A soft cotton with a wipe soaked in alcohol or acetone, if you have any. Some compounds thermal fuse in the corners and have to remove polishing.
With high-grade isopropyl alcohol with coffee filters ... works fine!
With Q-tips to the banks ...
